Laureato in Discipline economiche e sociali presso l'Università Bocconi. Master of Science in Health Policy and Management all'Università di Harvard e PhD in Social Policy alla London School of Economics & Political Science. Ha svolto attività di ricerca al Dipartimento di Health Policy and Management della Harvard School of Public Health e a LSE Health and Social Care. E' attualmente Presidente dell'Associazione Italiana di Economia Sanitaria.

Professore ordinario e direttore del Dipartimento di Analisi Istituzionale e Management Pubblico. Direttore del Master "International Healthcare Management Economics & Policy" (MIHMEP) dal 2002 al 2008. E' membro della faculty del PhD in Business Administration & Management  e docente senior dell'Area Public Management & Policy della SDA Bocconi. E' Membro del Consiglio Direttivo del CERGAS e del centro Dondena. E' Membro del board editoriale di Pharmacoeconomics Italian Research Articles e Politiche Sanitarie.
