Julia Cage': Should Charitable and Political Donations Benefit from Similar Treatments? Evidence from a Survey Experiment

Abstract: In many countries, both charitable and political donations benefit from generous – and often similar – tax incentives. While a large literature has studied the tax-price elasticity of charitable giving, little is known on political donations. Using a large-scale survey experiment conducted during the 2022 French Presidential elections, we first show that – conditional on controlling for a large set of covariates – far-right voters tend to give less to charities, but not to political parties. Combining the survey results with administrative tax information and electoral results, we provide evidence of communal moral values driving this far-right exception. Next, we investigate the relative efficiency of different tax schemes, and document that repealing the existing non refundable income- tax credit decreases charitable donations but not the political ones, pointing toward more fiscal incentives behind charitable giving. Finally, we show that matching increases the amount received by both political parties and charities.
