Mission & Content Summary
MISSION

The opportunity to live in sustainable, productive and peaceful societies is now more than ever dependent on the capacities of both public institutions to drive change and innovation and private actors to contribute to the public interest in a vast array of different ways. In the social and cultural sector specifically, public institutions and civil society organizations have a fundamental role to play, whether as funders, service-delivers, planners, change-agents and advocates for a more equal and sustainable future. This is true for almost all countries – whether from the North of the world, emerging economies, or globally through the action of sovra-national and international institutions or NGOs. For the relevance that public and non-profit organizations have in contributing to the public interest, they deserve a specific focus since their management and governance features are unique. Therefore, this course is intended to build the student’s knowledge of the management of public and non-profit organizations, with a specific focus on the social and cultural sector consistently with the overall education program.

CONTENT SUMMARY

Consistently with its mission and ILOs, the course is divided in two parts depending on the different nature and specificity of the organizations to be studied: the first part covering public institutions, the second part covering non-profit organizations and the third part covering public private partnerships. Main topics include:

  • PART 1:
    • What are public institutions: mission and context.
    • Who are public institutions: variety, functions and roles.
    • Governance of public institutions.
    • How to manage public institutions (HR and public management).
    • How to fund public institutions.
    • Innovation in public management and governance.
  • PART 2:
    • What are non-profit organizations: mission and context.
    • Who are non-profit organizations: variety, functions and roles.
    • Governance of non-profit organizations.
    • How to manage non-profit organizations.
    • Challenges for non-profit organizations: fundraising and innovation.
    • Sustainability and impact of non-profit organizations.
  • PART 3:
    • Public networks.
    • PPP and Impact Investing.
    • CSR and Philanthropy.

Intended Learning Outcomes (ILO)
KNOWLEDGE AND UNDERSTANDING

DETAILS
  • Guest speakers’ talks are offered to students to complement the theoretical knowledge acquired with face-to-face lectures with practical knowledge coming from the direct experiences of practitioners – managers from public institutions and non-profit organizations.
  • In addition to face-to-face lectures, case studies and incidents are used to clarify and strengthen the theoretical blocks of the course. Case studies and incidents are discussed with students in a highly interactive way.
  • Group assignment is relevant for the course as it covers a relevant part of the assessment methods. The group assignment consists in a task to be solved in group, specifically related to the request of innovation and/or change of a public or non-profit service. This gives students the opportunity to switch from theoretical to applied knowledge from the beginning of the course.

    ATTENDING STUDENTS

    In order to measure the acquisition of the above-mentioned ILOs, the assessment for attending students is composed of two parts:

    • A written exam (open questions) aimed at testing knowledge acquired with both face-to-face lectures and guest speakers’ sessions.
    • A group exercise, aimed at testing the application of theoretical knowledge to a real-life challenge of public and/or non-profit managers.

    The measure of the assessment is composed of:

    • General final written exam (60%)
    • Groupwork (40%)
    NOT ATTENDING STUDENTS

    The assessment for non-attending students consists in a final written exam (100%) designed to assess both the theoretical knowledge acquired and its application to practical situations.

    Mission e Programma sintetico
    MISSION

    L’importanza dei settori culturali e creativi nello sviluppo socio-economico è sempre più riconosciuta. Ciò che caratterizza questo settore è il legame stretto tra pubblico e privato, tra mercato e società. La Pubblica Amministrazione è un attore fondamentale non solo per il suo ruolo di tutela e valorizzazione del patrimonio artistico e culturale, ma anche per la definizione del quadro normativo, la creazione competenze e delle infrastrutture tangibili e intangibili che rendono possibile lo sviluppo di questo mercato. L’azione pubblica trova sempre di più complemento nelle imprese sociali e organizzazioni no profit che rappresentano una larga fetta delle imprese operanti nell'economia creativa. Il corso in Economia delle aziende pubbliche e non profit consente allo studente di conoscere e comprendere le modalità di intervento pubblico nei settori culturali e creativo, i principi di organizzazione e funzionamento delle aziende Pubbliche e No Profit e le modalità di interazione pubblico-privato.

    PROGRAMMA SINTETICO

    Il corso si articola in tre blocchi logici, il primo riguardante le aziende pubbliche, il secondo le imprese sociali e aziende no profit, il terzo le modalità e forme di collaborazione e partnership.

    • Parte 1: le Aziende Pubbliche:
      • Che cosa sono le azeinde pubbliche: mission e contesto.
      • Chi sono aziende pubbliche: varietà, funzioni e ruoli.
      • Governance delle aziende pubbliche.
      • Come si gestiscono le aziende pubbliche (risorse umane e gestione pubblica).
      • Come si finanziano le aziende pubbliche.
      • Innovazione nella gestione e governance.
    • Parte 2: Organizzazioni no profit e Imprese Sociali:
      • Chi sono le organizzazioni no profit: mission e contesto.
      • Chi sono le organizzazioni no profit: varietà, funzioni e ruolo.
      • Governance delle organizzazioni no-profit.
      • Come si gesticono le organizzazioni no profit.
      • Le sfide delle organizzazioni no-profit: raccolta fondi e innovazione.

    DETTAGLI

    Il corso alterna lezioni frontali, discussione di casi e incident, seminari (lezioni di guest lectures) e applicazioni pratiche delle nozioni assimilate a lezione (progetto di gruppo).

    • Le testimonianze aiutano gli studenti a integrare le conoscenze teoriche acquisite attraverso le lezioni frontali con conoscenze pratiche provenienti dalle esperienze dirette di professionisti - manager delle aziende pubbliche e no-profit.
    • Il lavoro di gruppo è rilevante per il corso in quanto rappresenta una quota importante della valutazione. Il lavoro di gruppo consiste in una task da risolvere in gruppo, specificamente correlata alla richiesta di innovazione e/o di modifica di un servizio offerto da un’azienda pubblica o no profit in modo da offrire agli studenti l'opportunità di applicare direttamente la conoscenza teorica acquisita durante il corso.

    STUDENTI FREQUENTANTI

    Al fine di misurare l'acquisizione dei suddetti RAA, la valutazione per gli studenti frequentanti è composta da due parti:

    • Una prova scritta (domande aperte) finalizzata a testare le conoscenze acquisite con lezioni frontali e guest speaker.
    • Un lavoro di gruppo, finalizzato a testare l'applicazione delle conoscenze teoriche a una sfida della vita reale di manager pubblici e/o non profit.

    La valutazione si articola in:

    • Esame scritto finale generale (60%)
    • Lavoro di gruppo (40%).
    STUDENTI NON FREQUENTANTI

    Gli studenti non frequentanti devono sostenere un esame generale in forma scritta (100%) per valutare l’apprendimento dei principali concetti teorici esposti e la capacità di interpretazione dei concetti appresi.
